In a peaceful and picturesque valley with a long history, there is one of the most important museum complexes in Italy: the Paper Museum and Valley of the Paper Mills in Toscolano Maderno, a town on the west coast of Lake Garda, a few miles north of Salò on the road to Limone.

Yet another fascinating location for tourists visiting the area of Lake Garda, so rich in history and culture.

Toscolano: where paper was made…

…and is still made today! In Toscolano Maderno in via Vespucci, just a short walk from the lake, there is a factory that still manufactures graphic and speciality paper, which it exports all over the world.

The history of paper production in Toscolano began as early as the 14th century, in the area further inland that today is known as Valle delle Cartiere (Valley of the Paper Mills). Over the centuries, around sixty small mills were built along the river, for the manufacture of paper.

This flourishing commercial activity benefited from the power of running water and a favourable climate. In the 20th century, with the advent of new technologies and electricity, paper production was industrialised and was moved closer to the lake. Several paper mills were abandoned and nature took back control of the valley.

Valley of the Paper Mills and the Paper Museum today

In 2007, a 2-year combined effort by local government and private contributors led to the reopening of the Maina Inferiore paper mill, the last to have closed in 1962.

Valle delle Cartiere di Toscolano Maderno

The mill was restored and converted into a museum. Visitors can admire the 16th century building and explore the history of paper production and printing from the Middle Ages to the 20th century. The natural surroundings include stunning gorges, which in some points are very deep.

The museum also holds themed workshops and offers guided tours.

From March 29 to October 12, 2025, the Paper Museum will be open every day from 10 a.m. to 6 p.m.: come and find out!
